It features a modified version of the Linux-based SteamOS installed, but can you navigate it via a touchscreen?

Short answer: Yes

The Steam Deck does come with a fully functional touchscreen. The touchscreen is an integral part of the version of SteamOS that is installed on the Steam Deck.

Of course, the device has inputs on the sides in the form of controller-like joysticks and even some touchpads that will likely imitate mouse movements.

The touchscreen is used for other UI purposes, such as keyboards for search bars. The device even allows you to use the touchscreen as control input for some games.
